Shaping the future of younger generation
The Sikkim Democratic Front Government under the dynamic leadership of the Chief Minister, Dr. Pawan Chamling has made it clear that in order to take Sikkim to its desired goal, its human resource has to be developed and enhanced and provided with requisite skills and training. Keeping this in mind, a unique policy decision was announced by the Chief Minister in that all departments and Panchayatiraj institutions have been directed to set aside 2% of their budget allocation for capacity building programmes and trainings for the youths.


The establishment of a full fledged State Institute of Capacity Building at Karfectar, Jorethang with the purpose of imparting training, transfer of knowledge and building stronger capacities of the unemployed youth is perceived with a visionary intent. The past experience analysis and the general trend of unemployment in the State reveals that a vast array.

“With the objective to achieve greater empowerment and to develop entrepreneurial capability of unemployed persons of the state , the members of the Sikkim Legislative  Assembly unanimously resolved that unemployed persons of the state would be made skilled work force through various livelihood schools to be opened in different constituencies and through other training courses in the state.”
